Jeff was a dominant high school football player at Norwell. As quarterback, Miller led Norwell to the school's first-ever sectional title in 1980. Jeff played for the North squad in the IFCA North/South All-Star game in 1981.

Miller was not heavily recruited out of high school and was only offered by Ball State and Indiana State. The comfortability and respect he had for Coach Dennis Raetz and his staff, made Indiana State the right choice for Miller. He redshirted in 1981 as a freshman. 3 games into the 1982 season, Miller took over the starting quarterback role for the Sycamores and rewrote the record books at Indiana State. Through Miller's three-plus seasons as a starting quarterback, Miller passed for 6,448 yards and rushed for 1,071 yards. He was selected as an All-Missouri Valley Conference Quarterback in 1983, 1984 and 1985. In both the 1984 and 85 seasons, Jeff was named the MVC Offensive Player of the Year. Among his many accomplishments as the Sycamores QB, Miller also completed his career holding 12 ISU offensive records. He was a three-time GTE/CoSIDA Academic All-District selection in '83,84 & 85. He was named GTE/CoSIDA Academic Second Team All-American in 1985. In 2002, Miller was elected to the Indiana State Athletics Hall of Fame.
After college, Miller spent a few years in the private business sector before returning to Norwell as an assistant coach in 1992. In 2000, Miller was named Norwell's head coach. Of Norwell's 9 sectional titles, Miller contributed to 7 of them. He was starting QB for the 1990 sectional title, and assistant coach for the 1994 and 1999 titles and head coach for the 2003, 2004, 2006 and 2014 titles. Miller took Norwell to the state finals in 2006 with hall of famer (2024) Chandler Harnish at QB and was named the 3A Coach of the Year and an assistant coach on the North All-Star team that season. Miller retired from coaching in 2016.
