Turner attended East Chicago Washington, where he played four sports (football, basketball, baseball and track). In 1993, he was inducted into the Indiana High School Basketball Hall of Fame Silver Anniversary Team and was selected to the East Chicago Sports Hall of Fame in 1999.

Turner was an all-conference defensive back at Indiana State, where he played both football and basketball. Turner ranks tied for second in school history with 16 career interceptions (returning two for touchdowns), including nine in 1969, which is tied for second most in a single season in school history.
In 2021, Turner was the recipient of the PFWA's Paul "Dr. Z" Zimmerman award given for lifetime achievement as an assistant coach in the NFL. In his 27+ NFL seasons, Turner has coached such notible running backs as Alfred Morris, Clinton Portis, Mike Anderson, Christian McCaffrey, Kyle Juszczyk, Elijah Mitchell, Jeff Wilson Jr., Raheem Mostert, Devonta Freeman, Tevin Coleman, Matt Breida, Alfred Morris, Ryan Torain, Roy Helu, Evan Royster, Terrell Davis (MVP), Tatum Bell, Reuben Droughns, Olandis Gary, Mike Bell, Selvin Young, Ron Dayne. Mike Alstott, Cory Rodgers, Robert Smith, Lavale Thomas, Anthony Mosley, and Aaron Craver.
Turner and his wife, Kimberly, have three daughters: Nacole, Krishana and Kianna.
Turner began his coaching career at Haworth H.S. in Kokomo, In, in 1972. In 1975 he joined the collegiate coaching ranks at his alma mater, Indiana State and served in various capacities such as, running backs coach, defensive backs coach, strength and conditioning coach, quarterbacks coach, and special team's coordinator. From 1983-88, Fred was the running backs coach at Fresno State. From 1989-90, he was the running backs coach at Ohio State. From 1991-94, he was the Assistant Head Coach, Offensive Coordinator and running backs coach at Purdue University under Jim Colletto. In 1995, he joined the pro ranks as running backs coach for the Denver Bronco's serving until 2009. From 2010-2013, he was the Assistant Head Coach/Running Backs coach of the Washington Redskins. From 2015-2016, he was the running backs coach for the Atlanta Falcons. From 2017-present, he serves as the running backs coach for the San Francisco 49ers.
